Protection

In his 1998 novel Tales of Protection, Norwegian writer Erik Fosnes Hansen writes about how to protect oneself from bees, and he describes how lighthouses save lives.

This makes me think of cities at the sea: How does one protect a place against the splashing and clashing of the waves?
